Should The FAA Regulate Drones Below 400 Feet?

The FAA doesn't regulate model remote-controlled aircraft, as long as they're not flown for business, remain below 400 feet AGL, and stay away populated areas and other aircraft. However, flying the same remote-controlled aircraft at the same altitude for business is illegal.
